What Is an RFP and When You Need One

A Request for Proposal, or RFP, is a formal document that outlines your website project requirements and invites agencies or development teams to submit proposals for the work. It serves as the foundation for vendor evaluation, ensuring every respondent addresses the same set of requirements so you can compare proposals on equal footing. Without an RFP, you end up comparing apples to oranges — one agency quotes for a five-page brochure site while another quotes for a full-featured web application, and neither matches what you actually need.

You need an RFP when your website project is complex enough that a casual conversation will not capture all the requirements. This typically means projects with budgets above ten thousand dollars, projects involving multiple stakeholders, projects requiring integration with existing systems, or projects where you plan to evaluate three or more vendors. For simpler projects, a landing page, a minor redesign, a content update, a detailed brief is usually sufficient.

The RFP process also protects your organization. It creates a paper trail of requirements, establishes evaluation criteria before vendor relationships introduce bias, and gives your procurement or legal team a document to reference throughout the engagement. For any website design project that involves significant investment, skipping the RFP is like building without blueprints, you might end up with something functional, but it probably will not be what you envisioned.

Essential Sections of a Website RFP

A strong RFP follows a predictable structure that makes it easy for vendors to respond comprehensively. The essential sections include: a company overview that gives context about your business, a project overview that explains what you are building and why, functional requirements that detail specific features and capabilities, technical requirements that specify platforms and integrations, design requirements that convey visual expectations, budget range and timeline, evaluation criteria, and submission instructions.

Each section should be detailed enough to guide vendor responses but not so prescriptive that you eliminate creative solutions. For example, stating that you need a content management system is appropriate; specifying that it must be WordPress unless you have a strong technical reason for that constraint is overly prescriptive. The best RFPs describe the problem to be solved and the outcomes desired, then let the vendor propose the solution. This approach surfaces the vendors who think strategically rather than those who simply execute instructions.

One section that many RFPs omit but that significantly improves response quality is a description of your current website’s problems. Telling vendors what is broken, slow page load, high bounce rate on mobile, confusing navigation, inability to update content without a developer, gives them concrete issues to address in their proposals. Vendors who respond with specific solutions to your stated problems are demonstrating a level of engagement that generic responses cannot match.

Defining Your Goals and Requirements

The goals section is the most important part of your RFP because it shapes everything that follows. Start with business objectives: increase lead generation by 30%, reduce support ticket volume by enabling self-service, launch an e-commerce channel that generates one hundred thousand dollars in its first year, or consolidate three legacy websites into a single platform. These objectives give vendors the context they need to propose solutions that actually drive your business forward, not just solutions that look impressive in a pitch deck.

Translate your business objectives into measurable website requirements. If your goal is lead generation, your requirements might include a multi-step contact form, landing page templates for ad campaigns, a resource library with gated content, and CRM integration. If your goal is e-commerce, you need product catalog management, cart and checkout functionality, payment gateway integration, and order tracking. Be specific about the features you need but flexible about the technology used to deliver them.

Separate your requirements into must-haves and nice-to-haves. This distinction helps vendors prioritize within your budget and gives them room to suggest alternatives. A vendor might propose a simpler approach to a nice-to-have feature that saves budget for a must-have feature you were about to cut. Without this prioritization, vendors tend to quote everything at the maximum scope, inflating proposals and making comparison difficult.

Budget and Timeline Expectations

One of the most debated questions in the RFP process is whether to include a budget range. Our strong recommendation: always include one. Withholding your budget does not get you a better price — it gets you proposals that are wildly misaligned with your resources. An agency that typically builds fifty-thousand-dollar websites will waste both your time and theirs submitting a proposal for a project you have budgeted at fifteen thousand dollars. Conversely, a boutique team perfect for your scope might not respond at all because they assume the project is larger than their capacity.

Provide a realistic range, not a fixed number. Stating a budget of twenty to thirty thousand dollars tells vendors the ballpark and gives them room to propose tiered options, a core build within the lower bound and an enhanced version that uses the upper bound. This transparency leads to better proposals because vendors can allocate effort intelligently rather than guessing at scope. If you genuinely do not know what your project should cost, say so explicitly and ask vendors to provide tiered proposals at multiple price points.

Timeline expectations are equally important. Specify your launch deadline and identify any hard constraints, a conference, a product launch, a fiscal year boundary. Also indicate whether the timeline is flexible. A vendor who knows they have eight weeks will propose a very different solution than one who has six months. Be honest about internal approval timelines and stakeholder availability, because these are the hidden bottlenecks that delay more projects than any technical challenge.

Technical Requirements

The technical requirements section communicates the constraints and preferences that will shape the architecture of your website. At a minimum, address the content management system (or whether you need one), hosting environment, third-party integrations (CRM, analytics, payment processors, marketing automation), accessibility compliance level (WCAG 2.1 AA is the standard), performance targets (page load time, Core Web Vitals), and browser and device support expectations.

If you have existing systems that the website must integrate with, describe them in detail. Specify the system name, the type of integration (API, webhook, embed, SSO), the direction of data flow, and any documentation available. Vague requirements like “integrates with our CRM” force vendors to guess, while specific requirements like “sends form submissions to HubSpot via their REST API and creates a contact record with custom properties for lead source and inquiry type” enable accurate scoping.

If your team has strong opinions about technology, you want WordPress because your content team knows it, or you want a headless CMS because your development team prefers React, state those preferences and the reasoning behind them. If you are open to recommendations, say so. Vendors can often suggest solutions you have not considered, especially if they specialize in a particular approach. Working with experienced project-based teams gives you access to this kind of strategic guidance alongside the execution.

Evaluation Criteria

Defining your evaluation criteria before you receive proposals is essential for objective decision-making. Common criteria include: relevant portfolio experience (does the vendor have case studies in your industry or with similar project complexity), technical approach (is the proposed architecture sound and maintainable), team composition (who will actually do the work, and what is their experience level), communication process (how does the vendor handle revisions, feedback, and change requests), timeline and milestones, and total cost of ownership including post-launch support.

Weight your criteria according to what matters most. If you are a healthcare company, compliance experience might carry 30% of the weight. If you are launching on a hard deadline, timeline reliability might be paramount. If you have a limited internal technical team, the vendor’s post-launch support offering becomes critical. Publishing these weights in the RFP itself signals to vendors what you care about most, which raises the quality of responses across the board.

Include a section on references and ask vendors to provide two to three clients you can contact. Speaking with past clients reveals things that proposals cannot: how the vendor handles scope creep, how responsive they are during the project, whether they deliver on time, and how the relationship works after launch. A vendor who is confident in their work will provide references readily. One who hesitates or provides only testimonials instead of contactable references is a red flag.

Common RFP Mistakes

The most common RFP mistake is writing requirements that describe a solution instead of a problem. Stating “the website must have a sidebar with accordion-style navigation” prescribes a design pattern without explaining the underlying need. Stating “users must be able to navigate a catalog of three hundred products organized by category, with filtering by price and availability” describes the problem and lets vendors propose the best solution. The difference matters because experienced vendors often have better solutions than what you would prescribe.

Another frequent mistake is sending the RFP to too many vendors. Sending to ten or fifteen agencies might seem like due diligence, but it actually reduces response quality. Experienced agencies know that when an RFP goes to a dozen vendors, their odds of winning are low, so they invest less effort in their response. Sending to three to five carefully selected vendors signals genuine intent and motivates vendors to put their best work into the proposal.

Finally, many RFPs fail to specify what happens after the proposal is submitted. Include a clear timeline for your evaluation process: when proposals are due, when you will conduct follow-up presentations, when you will make your decision, and when you expect the project to kick off. Vendors appreciate this structure because it lets them plan their capacity. Leaving the timeline open-ended signals disorganization and can cause strong vendors to deprioritize your project.

RFP Template and Next Steps

A well-structured RFP template follows this outline: executive summary (who you are and what you need in two paragraphs), company background (industry, size, audience, competitive landscape), project objectives (business goals with measurable targets), scope of work (must-have features, nice-to-have features, content migration needs), technical requirements (CMS, hosting, integrations, performance targets), design requirements (brand guidelines, reference sites, accessibility), budget range and timeline, evaluation criteria with weights, submission format and deadline, and point of contact for questions.

Before you finalize and send your RFP, have someone outside the project team read it for clarity. Internal stakeholders often use jargon and make assumptions that are obvious to them but opaque to an outside vendor. A fresh pair of eyes will catch ambiguities and missing context that would otherwise generate a round of clarification questions from every respondent. The goal is an RFP that a qualified vendor can read once and understand exactly what you need.
